Resistance of the Native Peoples,
facing the loot and the repression
The historic resultants of the peoples are like the underground rivers where other rivers converge and at a certain moment joint together to the large flow, and appear to the surface. They change the course, transforming the reality and the life.

We are in such historic stage of transforming the reality imposed from domination, of the only thought of the neoliberalism, of the cruelty against the peoples, the merciless looting of the resources, the destruction of the biodiversity, of the subjugation against the native peoples, the increase of the poverty and the continuous violations of the human rights.

The III Summit of the Peoples is a space of reflection and proposals of construction and continental unity, in defense of the right of the Peoples to their sovereignty, cultural identity and self-determination. It promotes the necessity of structural and social change, based on the cultural diversity and the unity of the peoples to continental level as well as on the refusal to the dominations.

Many of the evils that the peoples suffer would not be able to be made without the complicity of governments that are submitted to the policies imposed by the IMF, the World Bank and the government of the United States. Policies as the ALCA (Free Trade Area of the Americas) and other treaties of free trade; the militarization of the continent and the establishment of military bases of the United States in their countries; the Puebla Panama Plan, the Colombia Plan and the entries of North American troops like in Paraguay, where furthermore an office of FBI is established for the control of the Triple Frontier and for generating tensions and conflicts with the people of Bolivia and all the region.

Within such escalation of domination, Haiti is one of the axes of the militaristic imposition with the sending of foreign troops by the UNO, which ascend to 7,400 regular military men in the most impoverished country of all the continent. Among the regular military men there are soldiers of Latin-American countries who have undertaken the Coup d'Etat. Haiti does not necessitate armed forces but doctors, skilled workmen, technical teams for the life and the development.

The III Summit of the Peoples will surely refuse the continuous threats and intention of Coup d'Etat against the government of Hugo Chavez Frias, President of the Republic of Venezuela.

On the same spirit, it will refuse and denounce the blockade of more than 45 years against the brother people of Cuba, imposed by the United States in unilateral form and violating the resolutions of the United Nations on the right of the Cuban people to their sovereignty and self-determination.

It will denounce the policies of the IMF, the World Bank and other multilateral financial institutes, that look for imposing to the Latin-American countries and the world their projects of privatizations and payment of the illegitimate, immoral and unjust Foreign Debt, paid already many times; policies that oblige to continue paying, also to the most poor and necessitated countries like Haiti, thus generating more hunger, destruction and social exclusion.

It will denounce furthermore the governments which have negotiated bilateral agreements with the Unites States which will bring the bankruptcy to the rural and industrial small and medium-sized producers, as consequence of the subsidies of such country to their producers that will provoke more hunger, poverty and social exclusion.

It would be important for the III Summit of the Peoples to claim also the immediate investigation on the crimes of injured humanity committed by George W. Bush, President of the United States of America and their allied Tony Blair, Prime Ministry of the Great Britain and Silvio Berlusconi, Prime Ministry of Italy, responsible for invasion and massacre against the peoples of Iraq and Afghanistan; to investigate the situation in the military base of the United States in Guantanamo, Cuba, where they put to the torture, murder and subject the prisoners to cruel, inhuman and debasing treatment, which offend to the humanity.

Today, the great power tries to undertake atrocity committed in violence of the international Pacts and Protocols and resolutions of the United Nations, such as World Declaration of Human Rights. The UN must act before it become too late, avoiding larger evils to the humanity.

It is necessary and urgent for the OAS as continental organism to start a deep reform of their structure. It must act in fair and right form and not under pressures of the Unites States, putting it to the service of the peoples.

The organizations and social movements which will be in the III Summit of the People refuse all type of terrorism, whether from whom it may come. We claim our right to the self-determination and sovereignty.

We claim to our governments coherence and continental unity, strengthening the regional alliances in order to find together solution to the serious problems that affect the life of our peoples, like the permanent concentration and foreignerization of the wealth, the sacking and appropriation of our resources and the mercantilization of everything, including the life itself.

Too often, the only response that the governments have for confronting the claims and social protests is the suppression; since the III Summit of the Peoples we will claim to them and require to them to be in the service of the peoples, and not of the financial capital that precede over the human capital and the right of the peoples.

Listen the clamor of the Peoples! Those emerge day by day with larger power and continental unity, and assume themselves as protagonists of their own lives and constructors of their own history.

Adolfo Perez Esquivel is the founding chairman of the organization "Servicio Paz y Justicia (The Peace and Justice Service)." He has been involved in the Latin American liberation and human rights movements since the early 1970s. During 1977 and 1978 Dr. Esquivel was imprisoned without cause being shown. Undaunted by repeated imprisonments, he played a major role in Argentina's return to democracy in 1983. Dr. Esquivel was awarded the Nobel Peace Prize in 1980.
