One of the axes where they are supported is the cultural domination and in the powerful monopolies of the media of communication, which have killed the freedom of the press, for imposing the freedom of the enterprises and they are not synonyms. Such multinational enterprises control the majority of the media of communication, radio broadcasting, television and the written press. And they concentrate the informative power in 4 or 5 large international enterprises that inform deceiving and manipulating the consciences. In the cultural resistance of the peoples, the antibodies have appeared for opposing the informative domination, through the alternative media, with community radios, the electronic networks and pages; media of alternative written press and, with some initiatives, still embryonic stages in Latin America, like TELESUR, media which try to unblock the informative control and to generate new spaces. Many initiatives come emerging in the world. The World Social Forum, the Thematic Forum are spaces of resistance and social participation that generate networks of joint support and put in common necessities and problems. Within these spaces, there emerges the realization with power, from November the 1st to the 5th, at Mar del Plata, of the III Summit of the Peoples, a space of participation and debate that comes working in all the continent like many other countries of the world. In parallel with the III Summit of the Peoples, the Summit of the Americas, of the presidents of the hemisphere will be realized; where there will participate all the heads of state, except the President of Cuba, Fidel Castro, by the imposition of the government of the United State presided by George Bush. It is a long and sad history of the subjection of governments which do not have the courage of confronting the immorality and permanent aggression that the successive governments of the United States come imposing to Cuba, with total and absolute impunity. The III Summit of the Peoples comes working and developing alternative proposals to the imposition of the neoliberalism. Among the theme to treat, there is the ALCA, the Area (Association) of Free Trade for the Americas that brings to the continental re-colonization with the acceptance of the agriculture subsidies of USA for their producers, thing that is impossible for the countries of the region. The Free Market that proclaim is not other thing than a title, because in reality they are powerful countries who control the prices and economic development. One of the large axes in debate is the increasing militarization in the Latin American Continent, with the installation of military bases of the U.S. and the military triangulation like the Plan Pueba-Panama, for Central America and Caribbean, for the regional control of the resources. The Plan Colombia, with military advisers and mercenary militaries forces in Colombia, in fight against the guerillas and the opposition. And the installation of the military base in Manta, Ecuador, ceded during the government of Jamil Mahad to the United States, for the control of the region and the Pacific Ocean. In this policy of silent invasion, the continental triangle is closed with the recent entry of the U.S. troops into Paraguay, with total immunity for their troops. Another of the axes to treat in the Summit of the Peoples is the continental policy on the Foreign Debt, mechanism of domination and conditioning imposed by organisms like IMF, World Bank, IDB and WTO which impose on the countries the privatizations of the enterprises of the State with the loss of the national sovereignty, and the conditioning of the life and development of the peoples. Thematic forums will be realized with crucial theme like the education. The Original (Native) Peoples will treat the cultural diversity, their languages and the problems of the Indian territories and public policies. The organisms of human rights will treat the theme of the impunity and the right of Truth and Justice of the Peoples, the integrity of the economical, social and cultural rights. Rights of the woman, the infancy, the problems of the environment, and one of the large problems that affect to the mankind, the Water. There will be treated the regional agreements and the necessity of strengthening requests and programs of regional and continental integration. There will be able to analyze and deepen on the democratic construction and social participation. The serious problem that affects to the majority of the peoples, the hunger and the poverty, the lack of resources and the necessity of programs and public policies for facing up to such scourge through redistribution of the resources. Some large journalistic media, which control the information and manipulate it, such as the Clarin Group, the newspaper La Nacion, among others, have adopted a policy of wanting to identify to the III Summit of the Peoples with the violence and look for generating the uncertainty and the fear in the population before "possible" facts of violence during the presence of the president of the United States, George Bush., and at the same time they hide the true objectives and proposals brought up from the peoples. They act imposing a hidden and underhand censor, with the intension of generate doubts on the Summit of the Peoples. The state has the obligation of guaranteeing the security and normal functioning of the participants, The 4th of November will have the large mobilization of the peoples for reject the policies of the President Bush, the wars and conflict that have brought to the world to a state of instability and violence. The CTA - Center of Workers of the Argentine has called the national strike under protest of the stay of Bush in Argentine, and against his warmongering policy, uncontrolled wars, thousands of murders in Afghanistan and Iraq, provoked by the U.S. and their allies countries's troops. We must say to him "No" to the terrorisms; whether from where it may come, say to him "No" to the terrorisms of State that is applying and "No" to the economical terrorism, and to the mechanisms of domination of the foreign debt, the privatizations and the ALCA.
