A Message

New challenges arise all the time at the national and international level. Older
generations often find it hard to adjust to these new challenges as their
formative years were spent responding to other challenges that may no longer be
relevant. It is up to the younger generation to insist that the agenda change to
incorporate the new challenges, to push for new ideas to address these issues
and to contribute to the new policies needed. Of all the new challenges the
world currently faces, the gravest by far is climate change where young people
have a vital role to play through encouraging a change of behaviour by
governments, companies and households.
Victor Bulmer-Thomas is Emeritus Professor of Economics at the University of
London and Honorary Research Fellow with the Universityfs Institute of Latin
American Studies, where he was Director from 1992 to 1998. During this time, the
Institute grew successfully to its present position as one of Europe's leading
studies institutes, securing the highest rank in the Research Assessment
Exercise. Professor Bulmer-Thomas has been Director of the Royal Institute of
International Affairs (Chatham House) since April 2001.
